Ambassador Eleni Kounalakis | Lieutenant Governor of California, State of California

Ambassador Eleni Kounalakis was sworn in as the 50th Lieutenant Governor of California by Governor Gavin Newsom on January 7th, 2019. She is the first woman elected Lt. Governor of California. A native Californian, she visited each of the state’s 58 counties during her historic campaign.

From 2010 to 2013, Kounalakis served as President Barack Obama’s Ambassador to the Republic of Hungary. Kounalakis was the first Greek-American woman – and at age 43 one of America’s youngest – to serve as U.S. Ambassador. Her highly acclaimed memoir, “Madam Ambassador, Three Years of Diplomacy, Dinner Parties and Democracy in Budapest” (The New Press, 2015), chronicles the onset of Hungary’s democratic backsliding.

Governor Jerry Brown appointed Kounalakis to chair the California Advisory Council for International Trade and Investment in 2014. Kounalakis was a Virtual Fellow at the U.S. Department of State, Bureau of Intelligence and Research (INR) between 2014 and 2017, specializing in international trade and immigration. She is currently a director of the Association of American Ambassadors and a National Democratic Institute (NDI) “Ambassadors Circle” advisor.

Prior to her public service, Kounalakis was president of one of California’s most respected housing development firms, AKT Development, where she worked for 18 years. She built master-planned communities and delivered quality housing to the Sacramento region’s working families – recognizing her as one of the capital region’s most prominent businesswomen. Passionate about early childhood development, Kounalakis served as a member of California’s First 5 Commission and the California Blue Ribbon Commission on Autism.

Eleni Kounalakis graduated from Dartmouth College in 1989 and earned her Masters in Business Administration (MBA) from U.C. Berkeley’s Haas School of Business in 1992. She holds an Honorary Doctorate of Laws from the American College of Greece. She is married to Dr. Markos Kounalakis and the couple has two teenage sons, Neo and Eon.

Thomas J. Kallman is the President and CEO of Kallman Worldwide, Inc. an international marketing and exhibition management firm headquartered in Waldwick, New Jersey, with affiliate offices in Washington, DC; Charleston, SC; Dallas and Houston, TX; Santiago, Chile; London, UK and Tokyo, Japan. In 1989 Tom joined the predecessor company, Kallman Associates, founded by his father Jerry Kallman Sr. in 1963, and created the Aerospace Division. Under his direction, the company succeeded in organizing the largest-ever U.S. Pavilions at the Paris Air Show in successive events beginning in 1997 through 2019. Similar marks were set at the Farnborough Air Show from 1998 through 2018, and at other aerospace industry events spanning the globe. 

Over the last three decades, Tom has applied the same successful formula for portfolio growth to other industry sectors, recruiting and assisting U.S. companies in healthcare, environmental, mining, oil and gas, renewable energy, water, maritime & security, agricultural equipment and food. Kallman Worldwide presently supports nearly 1,500 companies each year in destinations around the world, often partnering with the U.S. Department of Commerce and other federal and state government agencies. 

Kallman Worldwide’s work with the aerospace industry grew out of Tom Kallman’s love of flying nurtured during four years at the U.S. Air Force Academy. A graduate of the Class of 1981, he went on to tally over 1500 flying ours in the T-33 and nearly 1000 hours as an F-15 instructor pilot over his nine year tour of duty.

Tom is married with four children and four grandchildren. He is active in the International Association of Exhibition and Events, the Society of Independent Show Organizers and The Global Association of the Exhibition Industry (UFI).

Carlos J. Valderrama  |  California Trade & Investment Representative in the Americas at the California Governor’s Office of Business and Economic Development, GO-Biz

Carlos J. Valderrama is the California Trade & Investment Representative in the Americas at the California Governor’s Office of Business and Economic Development (Go-Biz). He is responsible for strengthening and promoting California’s economic and industrial presence in Canada, Mexico and Latin America. Promoting exports to these country partners and attracting foreign investment into California is one of his key priorities. Prior to joining Go-Biz, Carlos was the President of the Center for Global Trade & Foreign Investment at the Los Angeles Area Chamber of Commerce. He was responsible for developing and implementing programs to create employment and economic growth by fostering global trade and investment for the Los Angeles Region. In the private sector,

Carlos served as the Director of Latin American Operations for two prominent law firms in Los Angeles. He was responsible for structuring joint ventures, mergers and acquisitions, exporting, importing and investment business relationships between U.S., European, Pacific Rim and Latin American firms. Mr. Valderrama was appointed by and represented Governors George Deukmejian and Pete Wilson as the California Trade Representative in Mexico and Latin America. He was assigned with the opening and organization of the California Trade and Investment Office in Mexico City where he promoted state exports and joint ventures between California and Mexico. He also served as the Director of the Office of Export Development, managing programs promoting California products and services worldwide, in addition to overseeing the operational activities of the state’s overseas trade and investment offices. He has held executive positions with General Telephone Electronics, GTE Overseas Groups in Brazil and  Panama, as the Marketing Manager and General Manager respectively. Carlos has worked closely with former Mayors James Hahn, Antonio Villaraigosa, and currently with Mayor Eric Garcetti in developing, organizing and implementing foreign trade missions, and attracting foreign investment to the region. He is one of the founders of the Los Angeles Regional Export Council (LARExC), an outcome of the Brookings Institution Metropolitan Policy Program. Mr. Valderrama was appointed by Gov. Edmund G. Brown to the International Trade and Investment Advisory Council. The council advised GO-Biz on strategies to expand international trade and investment for California businesses. He serves on the U.S. Chamber of Commerce’s International Policy Committee.

Diana Dominguez  |  Special Advisor for International Affairs and Trade, GO-Biz

Diana joined the Governor’s Office of Business and Economic Development (GOBiz) as the Special Advisor for International Affairs and Trade in October of 2015. Diana manages the export strategy of GO-Biz’s International Affairs and Trade team with Senior Advisor Kaina Pereira. Diana is also the primary manager between GO-Biz and the California Department of Food and Agriculture in overseeing the implementation of California State Trade Expansion Program (STEP) funded activities. She works closely with regional specialists at the U.S. Commercial Services, Foreign Consulates, industry trade associations and country contacts to promote California exports of goods and services, as well as encouraging the location and expansion of companies from around the world into California.

Diana formerly served as the International Special Projects Manager at the Northern California Center for International Trade Development (CITD). As the Special Projects Manager, Diana organized export/import seminars and foreign training delegations. She assisted the Director to lead over one hundred trade missions to and from California. In 2010, Diana served as the Statewide Ag Co-Coordinator to implement the Memorandum of Agreement the CITD entered with the California Department of Food and Agriculture.

Diana Dominguez is a resourceful leader with more than eight years of experience in coordination of international market development activities, program implementation, and preparation of federal and state government grant proposals. Diana earned a bachelor’s degree in political science with an emphasis in international relations from the University of California, Davis.

Stephen (Steve) Alley is the Minister Counselor for Commercial Affairs at the U.S. Embassy in Mexico City. As the Senior Commercial Officer in Mexico, he directs three U.S. Commercial Service offices located in Mexico City, Guadalajara and Monterrey.
Previously, Mr. Alley served as the Regional Senior Commercial Officer for Western and Southern Europe, based in Paris, France at the American embassy (2016-2020). In that position, Mr. Alley lead a staff of 57 U.S. foreign commercial service officers and locally-hired specialists in the promotion and protection of U.S. commercial interests in Belgium, France, Italy, the Netherlands, Portugal and Spain. With 25 years of experience helping U.S. companies expand into new markets, Steve has a track record of building high-performing teams that meet or exceed organizational goals, and he has been recognized for his teams’ outstanding morale. Mr. Alley received his graduate degree from the Johns Hopkins School of Advanced International Studies and his undergraduate degree from Boston University. He is professionally fluent in both Spanish and French, and formerly fluent in Malaysian and Greek.

Carey Arun  |  Commercial Officer, U.S. Embassy in Mexico

Carey has served as a Commercial Officer since 2017 and joined the CS Mexico team in 2020. She is responsible for the Aerospace & Defense, Infrastructure, Construction and Travel & Tourism sectors. Carey’s previous tour at  the US Export Assistance Center in Baltimore she assisted ICT, Marine, Textile, Transportation and Chemical firms with their export efforts. While in Maryland she developed multiple programs to bring CS services to SMEs  covering topics such as market selection, legal considerations & IP, trade financing, payment & terms and digital strategy. Prior to joining FCS Carey held positions within the USG and fortune 100 firms supporting program  management, business development and contracting. Carey has a B.S. in Business Administration from the University of Baltimore and holds multiple certifications including Certified Global Business Professional (CGBP) and Certified International Credit Professional (CICP). 

Braeden Young  |  Commercial Officer & Regional Standards Attaché, U.S. Embassy in Mexico

Braeden Young is a Commercial Officer and the Regional Standards Attaché for Mexico, Central America, and the Caribbean. In his role as Standards Attaché, Braeden promotes stakeholder consultation and transparent regulatory policymaking in the region. Braeden also oversees the energy, water, environmental technologies, financial services, textiles and apparel, and industrial chemicals portfolios. Braeden first joined ITA as an intern in 2011 before serving over six years as a Brazil Desk Officer. Previously, he was a senior consultant at the San Francisco and Silicon Valley offices of risk management firm Protiviti, where he focused on business process risk  management. He holds a BS in Finance from the University of Utah and an MA in International Relations from the Johns Hopkins University’s School of Advanced International Studies.

Silvia I. Cárdenas  |  Senior Commercial Specialist, U.S. Embassy in Mexico

Ms. Silvia Cárdenas joined the U.S. Commercial Service in February 2007. For more than 35 years, she has specialized in international businesses and has worked with several agencies, both at the public and private sectors. Ms. Cárdenas current industry portfolio includes security and safety, defense, aerospace, airports, and aviation. Prior to her current position, Ms. Cárdenas worked for almost five years with the Commercial Section of the Austrian  Embassy in Mexico (2002 to 2006), working on Environment, Plastic and Wood sectors. Ms. Cárdenas was Commercial Attaché of the State of Illinois in Mexico (1993-1998), and had other positions at AmCham Mexico, Barsa International, and Remex. She was a professor at the National Autonomus University of Mexico (UNAM) and at the University of the Valley of Mexico (UVM). She also collaborated with the international areas of the Mexican
Ministry of Economy (SE) and at the Mexican Ministry of Treasury (SHCP). She has a Bachelor´s Degree in International Relations (UNAM) and two postgraduates in Foreign Trade (Anahuac University) and in International Public Law (UNAM Law School).

Luis Lizcano  |  Director General, Mexican Federation of Aerospace Industry – FEMIA

Mr. Lizcano has more than 25 years of experience in Industry Development from different perspectives (Government positions and Private Companies). Mr. Lizcano was in charge of Foreign Direct Investment Attraction for the northern state of Chihuahua Government where he had the opportunity to design and implement the Aerospace Industry Development Strategy to attract companies like Cessna, Honeywell Aerospace, Beechcraft and Bell Helicopter to mention a few. His background is important in Economic Development, Automotive, Aerospace & Industrial Real Estate. Mr. Lizcano holds an Industrial Engineering degree from Instituto Tecnológico y de Estudios Superiores de Monterrey.

Lic. Rodrigo Vásquez Colmenares Guzmán  |  Director General, Federal Civil Aviation Agency – AFAC

Mexican, born on July 20, 1963, studied a Major in Economics at ITAM University. Extensive experience in the Aeronautical Sector of our country. Received the Emilio Carranza Medal in 2017 for his performance of 25 years in the Aviation Industry. He joined Mexicana de Aviación in 1985 where he held various managerial positions for 7 years, later participated in the creation of TAESA, where he held the Commercial Management for 9 years. He took various courses on Fleet Analysis and Selection, Rates, Revenue Management and a Diploma in Airline Management at IATA in Geneva and developed the Business Plan and obtained the Concession of three airlines: Vuelamex, Avolar and TAR Aerolíneas, a company in which he he served as General Director. In the field of Executive Aviation, he established Air Taxi operations in the Yucatan Peninsula and coordinated the activities that allowed the  development of air operations with Mexican aircraft, crews and technicians in various countries in Africa and the Middle East for the United Nations World Food Program. He is currently venturing into the public sector, making  contributions to transform the Aeronautical Sector, since he knows the problems in depth, having lived with its strengths and limitations from different perspectives. This experience has allowed him to provide added value, by  infusing the perspective of the Service in the different activities carried out by the AFAC and contributing towards the establishment of more efficient processes in favor of the Industry. Mr. Vásquez Colmenares has carried out the transformation of the General Directorate of Civil Aeronautics into the Federal Civil Aviation Agency, complying with the recommendations of the Federal Aviation Administration of the United States of America and of the  International Civil Aviation Organization, by having a regulatory body for the aeronautical sector, with technical and supervisory authority and with greater autonomy from the SCT.

Mauricio Omar Arellano Villavicencio  |  Coordinator of Business Unit, Aeropuertos y Servicios Auxiliares – ASA

Mauricio Arellano is the Director of Fuels for Aeropuertos y Servicios Auxiliares (ASA), a Mexican government entity that operates 60 aviation fuel farms and 62 into-plane locations in Mexico’s main airports, including Mexico City and Cancun. He has a BS in Systems Engineering from La Salle University and an MBA from the Instituto Panamericano en Alta Dirección de Empresas (IPADE). Within ASA, he is responsible for the management and operation of the fuel supply, storage and into-plane services nationwide and has participated in various projects related to the development of infrastructure, maintenance, equipment and technology implementation for the fuel operation.
Since July of 2019, he is also in charge of the Business Units Coordination in ASA, the area that coordinates the operation of the airports, technical and consultancy services, infrastructure development and specialized training.
Mauricio has over 16 years of experience in the aviation industry. 

Marco Antonio Del Prete Tercero  |  Secretary of Sustainable Development of the State of Queretaro, Aeropuerto International Querétaro (AIQ)

Marco Antonio Del Prete Tercero, was born in Mexico City on December 30, 1970. He earned his Bachelor’s degree in Industrial and Information Systems Engineering, as well as an MBA with an E-commerce specialization, from the Monterrey Institute of Technology (Tecnologico de Monterrey, ITESM) in Querétaro. Private sector: General Manager within the hotel sector (1994-2003) Public Service: Tourism Development Director in the Secretary of  Tourism, Querétaro State Government (2003-2005). He was in charge of Secretary of Tourisms general activities during 2005. Commerce Director, Intercontinental Airport of Querétaro(2006-2008). In the local government of the Municipality of Querétaro, he became the Secretary of Sustainable Development (2009-2012). Staff Director in Senator Francisco Dominguez’ Office in Queretaro, (2012-2015). He was appointed as Secretary of Sustainable Development of the Querétaro State Government on October 1, 2015.

Ricardo Baston  |  Chief Executive, TAR Aerolíneas

Ricardo is currently the CEO TAR Airlines in Mexico, a regional carrier out of Queretaro, operating eleven ERJ145 aircraft, serving 26 destinations and 72 city pairs. The airline started commercial operation in 2014 and – despite of COVID – it is expected to breakeven in the month of December 2020; although not on annual basis. During his +30 years aviation experience, of possess an international career, having held a variety of aviation management executive positions; including the functions of strategic planning; business development; route network design & optimisation; capacity & fleet planning; business economics & financial analysis; and large-scale asset transactions (flight equipment), joint ventures and alliances. Ricardo has provided Strategic, Fleet Planning and Aircraft Negotiation Consulting services for airlines in three continents and a leasing company in Asia (China). On the OEM side, he was responsible for Strategic Planning, at Bombardier Commercial Aircraft (“BCA”) and for Sales in Latin America. As for the airline side, Ricardo held several top-management positions, including EVP roles for Network, Fleet,
Strategy, Operations and Procurement, in both Grupo Mexicana and Aeromexico. He holds a Master of Business Administration degree from Concordia University in Montreal, Canada and he obtained his Engineering degree from the National University of Mexico. He also holds certificates in: Business Strategy and Business Development from La Salle University and ITAM (“Instituto Tecnológico Autónomo de México”) in Mexico City, respectively.
